I made the background using one of the stamps from Beautiful Peacock
I stamped it in Sweet Sugarplum Ink onto Blushing Bride Cardstock

I stamped the cute Panda from the Party Pandas stamp set onto Whisper White cardstock and then die cut it using my Layering Circles Framelits
The Panda on the stamp is actually holding a balloon which I cut away when I cut the circle out as I wanted him to be holding the Sentiment instead

Using the Layering Circles Framelits I also cut out a slightly bigger circle in Blushing Bride Cardstock and a slightly bigger scalloped circle in Sweet Sugarplum cardstock

I put it all together using a base card in Blushing Bride cardstock then a layer of Sweet Sugarplum cardstock then my stamped background

I layered all my circles and adhered them to the card

Using my Basic Black Stampin' Write Marker I extended the cord of the "balloon"

I stamped the Sentiment from the Party Pandas with Basic Black Ink onto a scrap of Sweet Sugarplum cardstock and made it into a small flag

Super Cute :-)

I hope you like it...
